In 1976, Joseph E. Mastrianni, Inc. began administering their first Section 8 Program. Today, Joseph E. Mastrianni, Inc. administers and is completely responsible for 21 Housing Choice Voucher Programs in 21 communities in New York State involving over 2,000 assisted households. The firm has established administrative, budgeting and accounting procedures for the former Certificate Program, the Housing Choice Voucher Program, the Moderate Rehabilitation Program, several Residential Rehabilitation Programs, the Welfare-to-Work Program, the Family Self-Sufficiency Program and the Homeownership Program.

The firm administers 19 Family Self-Sufficiency Programs and provides supportive services through these programs to over 450 families. More recently, Homeownership Programs have been made a part of all of the firm’s Family Self-Sufficiency Programs.

In addition to these duties, the firm has written numerous manuals and conducted training on Department of Housing and Urban Development Section 8 regulations for staff members of over one hundred housing agencies in Maine, Massachusetts, New Hampshire, New York, Rhode Island and Vermont.

In June of 1997, one of Joseph E. Mastrianni, Inc.’s clients, the town of Colonie, New York, was awarded the first John J. Gunther Blue Ribbon Best Practices in Community Development Award from the Department of Housing and Urban Development. This prestigious award, given by Andrew Cuomo, specifically commends Joseph E. Mastrianni, Inc.’s long-term, low-cost administration of the town’s Residential Rehabilitation Program.
