The HAPPY Choice Voucher Assistance Estimator software has been created to help eliminate a difficult "chicken or the egg" problem associated with the Choice Voucher Program. Based on HUD's 40 percent rule for the Housing Choice Voucher Program, a tenant's Total Family Contribution may not exceed 40 percent of their Monthly Adjusted Income. Before selecting a specific rental unit, this worksheet may be used to determine the most expensive Rent to Owner value allowed for a tenant to assist them in finding a unit within their price range. This worksheet will also estimate the subsidy a tenant will receive once the Rent to Owner is known.
